Teachers and Substitutes renew all Clear Credentials and Substitute Permits online at www.ctc.ca.gov directly. Fee to CTC for credential renewal is $57.If you are a first time credential applicant to the Commission on Teacher Credentialing, a $71 livescan criminal background clearance charge payable to the Sheriff’s Department is also required in addition to the livescan clearance fee of $52 for substitute teaching in Marin County. Fingerprint Clearance
In California it is prohibited by law for different employing agencies to share confidential fingerprint results with each other. If you have not previously done so, you must electronically fingerprint (Livescan) for the Marin County Office of Education to substitute teach in Marin County, regardless of fingerprinting for other agencies.

Fingerprint Clearance is required for employment as a Marin County Substitute Teacher. Clearance for the Marin County Office of Education Request for Livescan meets this requirement for all Marin public school districts as a substitute teacher. Submit receipt copy of the Livescan when applying. The processing fee is $52 payable to the Sheriff’s Department ($32 DOJ/$20 rolling fee). You must bring a Livescan Application Form and a picture ID. Applications are available to print out (see below) or can be picked up at MCOE. Livescan (computerized) fingerprint services are available, by appointment, at the following locations: Marin County Civic Center, Room 145 (Sheriff’s Office) Call for appointment: (415) 499-7286 Hours: Monday - Thursday: 7:30 a.m. to 12:00 and 1:00 to 3:40 p.m. Marin City Sheriff’s Substation 850 Drake Avenue, Marin City Call at 8:00 a.m. for same-day appointment: (415) 332-5422 Hours: Tuesday - Friday, 8:00 a.m. to 2:30 p.m. · Other Locations Click for LiveScan fingerprinting forms and locations:YOU MUST TAKE FORMS WITH YOU: · Request to LiveScan form for Marin County Office of Education: A0572 (need 3 copies) This is your umbrella clearance for Marin County Public Schools.
· In addition, for those without a credential, in order to apply to California Commission on Teacher Credentialing (CTC) for a 30-Day Emergency Teaching Permit: A0281 (need 3 copies) http://www.ctc.ca.gov/credentials/leaflets/41-LS.pdf Do both Livescans at the same time by reserving two appointments times. (If you have a CA credential, permit, Certificate of Clearance or one in progress, DO NOT RE-FINGERPRINT for the Commission.)

Clearance Required

In compliance with Ed. Code Sec. 49406, the Marin County Board of Education requires that evidence of freedom from active tuberculosis be presented upon hire and at least every four (4) years thereafter.
Acceptable evidence of freedom from active TB may be obtained by intradermal TB test OR chest X-ray if unable to clear through a skin test, through your own physician, Kaiser Permanente if you are a member, or the Marin County Health Department:
Have test administered the County Immunization Clinic 3260 Kerner Boulevard, San Rafael (off Bellam Boulevard) (415) 473-4400 Press 2 TIME: Tuesday and Wednesday between 1:00 p.m. - 4:00 p.m.Friday: 10 a.m. - 11:40 a.m. and 1:00 p.m - 4:00 p.m. Monday: 9:00 a.m. – 11:40 a.m. == readings only. VERIFICATION: Have test verified forty-eight (48) or seventy-two (72) hours following the test at the Clinic depending on test date.
Submit the receipt of freedom from active tuberculosis to the Credentials Analyst office for documentation. |

Basic Skills Requirement (BSR)

Verification of having passed the BSR is required of everyone applying for an Emergency 30-Day Substitute Teaching Permit. As of January 1, 2009, various routes satisfy this requirement. One of the following must be submitted upon registering to substitute teach. California Basic Educational Skills Test (CBEST): Submit a copy of your CBEST card showing passing scores for all three sections. For information, call the National Evaluation Systems at (916) 928-4001, or go online for test registration at www.cbest.nesinc.comWhat's New: >>CSET: Writing Skills is an option to meet the California basic skills requirement. Candidates who pass all three subtests of CSET: Multiple Subjects and the new CSET: Writing Skills test will be considered proficient in the skills of reading, writing, and math and satisfy the BSR. New options as of January 1, 2009: >>CSU English and Mathematics sections of the CSU Early Assessment Program (EAP) taken in Spring of 11th grade stating "College Ready" or Exempt" on both sections, OR >>CSU English Placement Test (EPT) with a passing score of 151 and the Entry Level Mathematics Test (ELM) with a passing score of 50. There is no mixing and matching of different sections of examinations. >>Pass a Basic Skills Requirement from a different state.
