The
MARIN
SCHOOLS MODEL EMERGENCY MANAGEMENT
PLAN
is a comprehensive reference, updated to
reflect the broader range of hazards and threats
that school campuses must now be prepared to face.
The Model Plan was developed by the Marin County
Office of Education as a tool to assist in the
planning and implementation of effective school
emergency preparedness programs.
The
Model Emergency Management Plan provides a
framework for protecting students, staff and school
facilities and describes the roles and
responsibilities of staff members in a variety of
emergency situations. Schools are encouraged to
download the Model Plan and adapt it for individual
site needs. The buttons at the left provide direct
links to individual sections of the Model Plan, Annexes and
Appendices.

WHAT'S NEW!
The organizational structure of the
National Incident Management System has been expanded in the
PREPAREDNESS
section. Responsibilities, start up and operational
actions of the functional sections of the Incident
Command Section are detailed. Organizational charts and
templates
for a district Emergency Operations Center (EOC) and school
site Incident Command Post ((ICP) have been added.
Updated NIMS/SEMS forms and sample EOC and ICS charts, modified for school districts and sites,
are included in APPENDIX D.
Two new annexes have been developed to augment
the Marin Schools Model Emergency Management Plan:
The
Model Emergency Annex for Food Defense is a comprehensive
guide on how to identify and respond to intentional
tampering or contamination of the school food supply. This annex includes hazard detection, measures to
minimize risk, contingency planning and strategies for
incident management and recovery.
Students with special needs are those who cannot
comfortably or safely access and use the standard
resources offered in disaster preparedness, relief and
recovery, whether their disability is chronic or
temporary.
The
Model Emergency Annex for Students with Special Needs
includes procedures to ensure their full participation
through the planning and implementation of mitigation,
preparedness, response and recovery strategies as part of
the overall management of school emergencies and
disasters.
The
Model Emergency Management Plan is organized into four main
sections that
conform to the four phases used by the U.S. Department of Education Office of Safe and Drug-Free Schools to describe
preventing, planning
for, responding to and recovering from emergencies:

MITIGATION/PREVENTION
includes details on conducting a school
hazards assessment, visitor screening policy and
violence prevention strategies.

PREPAREDNESS
explains the Incident Command System and how to
activate an Emergency Operations Center. Communications for dealing with rumors, parents
and the media, and implementing drills and tabletop
exercises are also covered.
-
RESPONSE
describes the common emergency actions and alert level
procedures that may be implemented in various situations.
More than 40 emergency scenarios, with checklists of steps to
be taken by the school administrator and
staff, are also included.
- RECOVERY
describes what government assistance is available, the effects of post
trauatic stress on students and staff, how to
document outcomes and long-term follow-up and
evaluation.
The
APPENDICES,
A through G, include
supplemental tools such as cross-jurisdictional
agreement templates, checklists, forms, sample
letters and emergency supply lists. The forms are
designed to assist schools in assigning staff
duties and managing the emergency.
The
EMERGENCY
ACTIONS FLIPCHART
is
drawn from the Response section of the Model
Emergency Management Plan. The Emergency Actions
Flipchart serves as a quick reference guide to
assist staff in finding information immediately
during an emergency. Schools are encouraged to
download, print and post the Emergency Actions
Flipchart in every classroom.
